You missing the point .Teams actually look at the likelihood of a safety car and plan pit stops around it. It's not all luck.
If you want to remove all forms of luck;
- remove pit stops completely: one stuck wheel nut can cost you 5+ seconds
- give everybody the same car
What makes F1 and all car racing interesting is how teams strategise around that they cannot control.
Kimi had a driver error on the start line , which he got punished for . Now with a 10 sec luck pitstop , he is back in the lead
