I dont understand though, if cellphones and smartphones are such an issue in prison that they cant control the phones leaving and coming into the prison... why not jam the signal?

Is not the security of the prison more important than the guards perks? They can, and should be leaving their cellphones in the offices, there should be no reason for them to have a cellphone inside cell blocks.
