Wouldn't that make sense, though? If the share of population is so starkly different then the minority group would necessarily be affected more rather than the other way around. There are just that many more black people in absolute number terms, as well. So the chances of a criminal being black are just that much higher, irrespective of who the victims are.
I can't see how it would be proportional to the share of population either, especially since blacks are suffering from the highest levels of unemployment, inequality, poverty, alcohol/drug abuse problems, lack of education, lack of opportunity etc.
You can take the employment, poverty etc out of it. That's just noise trying to justify why a certain stats are not proportional.
But yes, if there is a sheer weight of numbers you are more likely to be influenced as a minority by the majority. That just shows that the statement about 'more likely to be black on white than white on black' is a truth and not subconcious bias.
