There are quite a few open source helpdesk SYSTEMS. GLPI is very good for an IT service desk and Zammad is quite a good general helpdesk.Looking for a fault/issue reporting application whereby teachers can report IT issues that they are experiencing. Currently there is a mix of Whatsapp and Excel system which is very clunky.
OTRS is also a good option.

Jira is good for development teams with good integration with git. Our company use it as well for R&D while product support uses ServiceNow.
Up to 10 users is not entirely free. I would recommend Azure Devops over Jira since it is superior to jira, but only 5 users free.All of which you then need to host and manage and all that…while you could just use Jira entirely for free.

However I think Jira and Azure DevOps is not what is really needed for this requirement. These are more task management systems and what needed is more a helpdesk/end user ticket management system like Zendesk.
