Powers of employees contemplated in regulation 2(2)(a)
3. An employee appointed in terms of regulation 2{2)(a) may, subject to the Act or
any other law may-
{ a) demand from any person immediately to produce a licence, operating licence
permit or any other document or authorisation authorising him or her to drive
or operate a motor vehicle, and to produce any other document or tag which
he or she is required to have in respect of any motor vehicle in terms of the
Act or these Regulations, or the regulations on the exemption from payment

(b) impound or confiscate any document or tag referred to in paragraph (a) which
appears to be or which that employee suspects to be invalid or which has
been or appears to have been unlawfully altered or defaced or which is being
put to unlawful use, and where any document or tag is so impounded, the
employee must issue a receipt in respect thereof to the person concerned;
(c) impound any licence, document or tag produced to him or her in terms of
paragraph (a) which in his or her opinion may afford evidence of a
contravention or evasion of any provision of the Act, and where any licence or
document is so impounded, must issue a receipt in respect thereof to the
person concerned;
(d) require any person, whether or not such person is in any vehicle, to furnish his
or her name and address
and to provide any other particulars required as to
his or her identification, as well as such information as is within his or her
power to furnish and which may lead to the identification of the owner,
operator or driver of such vehicle;
(e) when in a uniform approved by the Chief Executive Officer, require the driver
of any vehicle to stop such vehicle
;
(f) In the event of an accident, emergency situation or other incident regulate and
control traffic upon any public road, and give such directions as may, in his or
her opinion, be necessary for the safe and efficient regulation of traffic and,
where he or she is of the opinion that the driver of a motor vehicle is
hampering or impeding the normal flow of traffic on a public road, direct the
driver to remove the vehicle from such road and to follow another route;
(g) at any time enter any motor vehicle and inspect such vehicle and any
electronic device installed therein for the purpose of toll collection;
(h) question the driver of a vehicle as to whether required tolls have been paid;
(i) issue a receipt if any tag, document or equipment has been impounded or
confiscated under paragraph (b); and
0) deliver such tag, document or equipment which has been impounded or
confiscated under that paragraph to a police officer to be dealt with in terms of
the Criminal Procedure Act, 1977 (Act No. 51 of 1977).

Let's just take one example:
1, Barbet (N1-21) - Standard tariff (goodness knows how this is standard because it doesn't apply to somebody who has nothing and drives on the road) - R5.80
Sanral registered e-tag tariff - R3.00
non-Sanral registered e-tag tariff - R5.80 (93% more than Sanral registered e-tag)
VLN users tariff - R5.80 (93% more than Sanral registered e-tag)
Alternate tariff (for everybody who doesn't have e-tag and aren't VLN users, or who have e-tags but have run out of funds) - R17.40 (580% more than e-tag tariff).

Let's make another calculation:
60% of e-toll funds goes to Austria.
The remaining 40% is used to pay for (in this order):
- the construction and cameras etc of the gantries. (once off cost)
- the maintenance of gantries (recurring cost)
- the salaries of the private e-toll police force (recurring cost)
- the salaries of the people sitting in the offices in the malls (recurring cost)
- the Internet connections of the gantries (recurring cost)
- the datacentre were all information is sent to and processed (recurring cost)
- the datacentre staff (recurring cost)
- the administration costs of sending out fines and chasing down those who refuse to pay
- the costs of all of the ads that Sanral are running to try and sign up users (recurring cost)
- the interest cost of Sanral's debt. (recurring until payed off - if ever)
- the road maintenance (if anything is left)

All of these costs should be compared to the few cents that they could have added to the fuel levy to pay for road-maintenance. Basically zero collection fee, and practically impossible to avoid.

Common e-toll misconceptions:
1) Charge per kilometer - This is a scam that Scamral has been running from the start. The plan was never to charge per kilometer and each gantry has a fixed price. People are going to be really pissed off when they find this out because they would have calculated that they travel x km on the N1 and multiplied that with the "standard tariff" that Scamral has been preaching about in the media. In reality they are going to have to pay a LOT more.
2) That this system is an efficient way of collection money. As shown above the vast majority of collected funds will be wasted in paying things which will provide no benefit to the road user. An increase in the fuel levy would have been best for the road user.
3) The road will be payed off in 5 years time and e-tolls will then be removed. If an efficient collection system was used like the fuel levy this would have been possible. Unfortunately the government and Sanral decided on probably the most inefficient system in existence and because of this the road costs will likely never be payed off and we can look forward to annual inflation exceeding increases.
 
30c is the e-tag rate, 50c is roughly the standard rate, R1.75 is 3 times the standard rate

That makes the standard rate R1.75 as that is the only rate available if you do not have an etag.

I agree, it is not going to be practically possible to pay within 7 days - without SANRAL having decent online systems, which they do not have!

Sounds like the perfect way of adding another system full of people that want bribes.

We've been using it for a couple of decades. People have built their lives around it. SANRAL should build a new road and toll that (or at the very least give a viable alternative route). Anyway..... this:

Not even date of the invoice... date of usage. (yes they should always be the same, but we can be damn sure that won't be the case)

So even if SANRAL invoice u six days later, you have 1 day to pay the toll before being charged the alternate user tariff.
