Fiber for Complex

Is there an ISP that is able to help me get fiber into my complex.
We have Vuma lines outside but they refuse to come into the complex unless they have at least 50% interest. We have 56 units and only 18 are interested in fiber. I am using Rain 5G but the speed is up and down with the weather. I need to get fiber. Any suggestions.
Fiber instalation through vodacom has been canceled by Vuma. Trying Supersonic and WiruLink.

What about your complex body corporate? surely you can place this on the agenda meeting for discussion by owners. I'm sure once the benefits which probably include saving money on data, are explained, you may have more numbers than just 18. Let it be put to a vote, its always beneficial for body corps to cater for residents needs, that includes having ISP's compete in your complex, win win.

most of the owners are not living there they are renting out their units and the few owner there like myself are only a few. the body corp isn't interested in helping as there is owners owing levies. so they told us to sort ourselves out.

Noted, even so, you should have a managing agent right, send them a request to place it in the agenda and let it be discussed & voted on- at least even if the owners are not there, some sense may prevail because after all it is beneficial to property value increase to have fibre. The meetings are a must as per schemes act so there will be a meeting at some point and you can even call for a special meeting to hear that item alone. Rather give up knowing you tried to put it up for a vote & majority rules.

Owners that owe just can’t get a vote at an AGM if the legal process has started.
Tell the Managing Agent you want this on the agenda and bring it up, with some print-outs to explain the cost saving and increase in property values
