Not really possible to help unless we know more info
- Which network ? Openserve, Vuma, Octotel, Frogfoot etc.
- Did an ISP or some other organisation pay to hook up the building. In other words, has some ISP effectively bought exclusivity?
- Does your friend own the flat?

Whichever network has installed means it is highly unlikely the Body Corporate will allow another one in and even if they did it is highly unlikely another network will want to hook up

ISPs run installations specials all the time. It all depends on which ISPs are allowed to be involved in the building...
Without the info it isnt possible to help

PS -> Unless your friend is renting and likely to move out relatively soon... R2,000 is worth the investment... Friend will never look back... I am up to 3.25 years on FTTH. Great
