Johannesburg - Foreign shop owners must share their trade secrets with people in townships where they operate to curb violence and looting, Small Business Minister Lindiwe Zulu said.

“Black people were never part of the economy of South Africa in terms of owning anything, therefore when they see other people coming from outside being successful they feel like the space is being closed by foreigners,” Zulu said in a phone interview on Wednesday. “It’s important for the foreigners to share with the South Africans about what it is that makes it possible for them to be successful.”

At least five people, including a baby, were killed in attacks and looting of shops owned by Somalis, Pakistanis and other foreigners in townships around Johannesburg since last week. The violence was sparked when a store owner in Soweto, in southwestern Johannesburg, shot and killed a boy who he said was part of a group of teenagers trying to rob his business.

Zulu’s comments were “unfortunate” because foreign shop owners shouldn’t face conditions to share information that their South African counterparts don’t, said Patricia Erasmus, manager of the Refugee and Migrant Rights Programme at Lawyers for Human Rights.

“It would not make any sense to impose a duty on foreign shop owners which is not imposed on South African shop owners,” she said by phone from Pretoria. “Many foreigners are in South Africa legitimately, they are running legitimate businesses and are a vital part of the communities. It should not be conditional on any disclosure of trade secrets.”

Tension between locals and immigrants in townships have simmered since a wave of xenophobic violence in 2008 left about 60 people dead and 50,000 displaced. Some locals accuse foreigners of taking jobs away from them in a country with a 25 percent unemployment rate.

Amir Sheikh, chairman of the Somali Community Board of South Africa, said he’s held talks with Zulu and agree that more integration is needed between locals and foreigners.

“Working together in partnership with local South Africans is something we appreciate,” he said by phone on Wednesday. “We cannot be an island of our own, we need to integrate and when we have integrated properly in the communities, work hand- in-hand with those in the same line of our business.”

They work for less. R50 a day seems like nothing in SA, but in Ethiopia/Somalia/Pakistan/Bangladesh, it's a lot more.

The only thing which should be down is ensuring that owners are legally in SA, and that their businesses are registered. I watched the Justice Factor on E, and someone from NAFCOC was complaining that foreigners own multiple shops, and employ someone else to stand behind the counter. Why is this bad? We don't complain when Pick n Pay or Shoprite expand, why is it wrong for these guys to do it? Yes, they should have work permits and pay tax, but if they can out do South Africans so be it.
 
Why would they share their secrets now that you've looted their shops & chased them away? They have every right to tell you to go **** yourself after what you did to them. If it was me I'd tell you the secret is to go drink a litre of cat piss everyday and eat schit on Sundays.
 
Often immigrants are able to outsmart the average local. This happens everywhere. Look at Indian immigrants to Canada who outdo the Canadians for example. They work hard, start a business, meanwhile the Canadian works at the post office or becomes a speed cop. To be an immigrant you already have to be smart and more ingenious and possibly a harder worker than the average guy. You got to the foreign country somehow and managed to survive. That smart Bangladeshi, Somali or Pakistani is actually a loss to his own country and he is able to compete in SA because he's sort of selected out to be more talented. Of course he'll make more smart choices when it comes to business. And therefore he may be successful.

If you just took a boat load of average Pakistanis, Bangladeshis and so on from the street and brought them in to SA, they wouldn't do nearly as well.

SA should be grateful for the foreigners that we got, we got the cream of the crop from most countries.

This goes for many countries. I remember reading an article once about an Indian immigrant in South Korea. One day a bunch of Koreans hurled racial slurs at him, asked how much money he was sending back home, stated he was leeching off Korea etc.


The Indian guy turned out to be a professor.

Fact is, the foreign shops are also providing a service needed by the community. Without them, there's nowhere close by to get food. It is an obvious business opportunity.

Nah there have always been tuck shops, spazas etc. The foreigner shops were just better and gradually put the South Africans out of business.
