Fraud or deal?

Hello, guys! Long time I want to buy new Nikon D40, but price in local stores (as usual) a bit crazy. I found guy who sent his pricelist everywhere, this is his site: http://www.alfakeem.page.tl/
As you see, price is more than tempting, but "he is only he" - just phone number and e-mail. He accepts Western Union and wire transfers only. And I have a big doubt I'll receive any parcel after money gone. Anybody used such service? Just in case this is e-mails of another people with the same pricelist:

If somebody has brand new Nikon D40 for reasonable R4000, I'll buy.
 
A nikon D40 with lens from SA camera is R4900. From that guy it will probably be a landed cost of R4200. Seriously, I'd rather pay the extra R700 for a solid guarentee and piece of mind. Why risk R4000?

Total SCAM - stinks.

Only deal with online shops that accept the main credit cards - with a credit card purchase you get built-in protection, which he is circumventing with the method of payment he insists on.
 
If you look at something listed overseas. Add 14% VAT and 10% customs. And also decent insured shipping at +- $70.

For anything over R3k I would not risk going the non-couriered and tracked route. Even airmail that is tracked to SA. Once it gets here it goes in the SA postal system and that is prone to theft. I've had a couple of games go missing. R700 down the tubes. Imagine if that happened to your R4k camera?!

Ehh... Again these idiotic rules of "alternatively colored citizens" :(
Strongly speaking, NOTHING can be taxed if it doesn't manufactured inside a country. VAT also unapplicable due to personal purchase. "Insured shipping" is just another way to pull our money - mail must work perfect, no matter how it paid.
 
VAT is applicable even its a personal purchase. The only exception is that if you are travelling you have a R3500 allowance. As for camera equipment, if you look at the Duties table, a motor driven camera (for broadcast use) supposed to have 0% customs, but if your customs official classifies it as a luxury item its 10%. And as idiotic as it is, its the law of the country.

As for the mail theft, well, thats just dumb ass poor service delivery in our country. I agree that courier is way overpriced. Air-mail arrives in our country just as quick. But reality is a bitch... if you feel lucky and willing to risk thousands of R skip the courier.
