Free Local DNS Server

I am looking for a free local DNS server to put a domain record onto for the purpose of registering a domain.

Why a local DNS? I would go with a free international one, they're usually more reliable as they have better redundancy and data centres

Yeah but unfortunately I am capped and I still want to manually register a domain quickly
