Freeware similar to Netlimiter

Anybody have any suggestion for a freeware program that does the same thing as netlimiter. I found netlimiter very usefull in blocking rogue apps from destroying my very limited monthly cap.

What is the matter with the free version of Netlimiter?

It's restricted to 'look but don't touch" - IOW it can monitor only but can't control ... which is entirely the point of using Netlimiter in the first place.

Also young Wabbab here really needs to develop some google-fu and cut back on the 'tard level.
