I think Apple's motivation behind the no-3G decision is that it has a WiFi card in it, and most cities these days have free WiFi.

They originally decided on Verizon, not AT&T. That would have included 3G because CDMA treats voice and data the same and all of North America have a 1x network, and large parts have the EV-DO now.
