Gran almost jailed in electric fence saga

A granny never thought that installing an electric fence around her house to keep criminals out would land her behind bars.

Spamer said that before erecting the fence she had inquired about safety requirements from the local municipality. But the municipality, which ultimately brought criminal proceedings against her, showed no interest.

Unreal.... Limited resources squandered on prosecuting the weak and defenceless while hardened criminals ply their trade in the confidence that they won't be caught... Ridiculous!!! It's like the metro traffic cops one block off Louis Botha Avenue waiting for motorists on their cell phones to ticket, this, when Louis Botha is the source of some of the countries worse driving offences, my sister in law was almost killed crossing Louis Botha Avenue 5 years ago when a speeding taxi jumped a red light and hit her...

oh i heard a story on the radio a few months back that erecting high security walls or something to that effect would be illegal as police or security people cannot see into your yard. they also mentioned that you have to have a section of wall that has to have an opening so that people can see into your yard.

i am only going on what i can remember of the article but maybe someone else has the real story, to me it sounds so stupid that you cannot make yourself safe in your own house.

Homeowners and installers will be held liable for incidents involving the fences.

Sounds like a nice loophole - if the thief gets electrocuted he can sue you and the installer.

I don't see what the height of the electric fence has to do with anything at all - provided that the proper signs are displayed to inform passers-by [including children] that the fencing is electrified, there would be no issue as only an idiot or idiotic-criminal would approach to find out if the fence really is electrified or not. If a child that is not old enough to read, i.e. a toddler, touches the electric fence, then I would question where the toddler's parents were at the time.

As for the proposed new regulation:

Electric fence owners will have to install a minimum of three earth spikes on their property;

That's fine by me, the more earthing an electric fence has, the more shocking the experience .

If that was the fence between her and the neighbours' house, then I can certainly see the issue. The article said the neighbours complained - maybe they have small children?

What annoys me is, why did the neighbours not discuss this with granny? I'm sure she would have understood their concern. According to the article she hadn't even switched it on yet, so clearly they didn't try very hard (if at all).
