Thats your problem! Check if the fan is spinning fast enough, either it does not have enough power, or its stuck....

Or ATITool or Riva Tuner.

There was a driver update that corrected high temps I think. Must've increased the fan speed.

Nope, i dont see anything, it doesnt give me any options

When I right-click on Sensors all I see is 'Export'..

I think your temps are fine, but I would definitely get a new PSU if your current one is providing less than the calculator recommends. And heat does affect PSU efficiency, especially cheaper ones. I would fork out for a decent PSU that'll last you ages. Get a 550-600W PSU and spend more than about R700. I would recommend an Antec, but they're quite expensive... Otherwise I think Corsair is quite good.

79 idle is fine? How hot does it need to be to be too hot?

I think the 4870 is known to run quite hot, but maybe he should also get some extra case fans/a aftermarket graphics card cooler. I don't know exactly, but I think those cards are fine up till about 110degrees. Google it.
