Depends what you mean: No, Google DNS has not become local like the rest of the web-based Google services. But yes, ISP's which have Google Global Cache servers on their network have updated their own DNS servers to also direct users to the local GGC servers. What benefit would you get otherwise from using a Google DNS server? If you choose to use Google's DNS servers, then you will not be able to benefit from all non-google CDNs such as Akamai because the IP that resolves will be an international one closest to Google's international DNS server, which sucks for us. Just use your ISP's own DNS server (auto-assigned DNS)...
