Nope, it's only in SA. Try access Google from a proxy and it points out the normal Google page.

If you access from a South African IP, then it points you to the local election doodle.

I thought that the doodle was supposed to incorporate one letter or several letters from the word Google. That ballot box doesn't form a 'g' does it?
