No it is just the IDE.
Eclipse is damn slow, clunky and not as slick as IntelliJ so it is great that they'r moving away from Eclipse. I am a happy.

Kinda disappointed by the S4 Google Edition... And given that it's being sold in the US first, this will be the Qualcomm variant. Boo freaking hoo...
I think its good news, it will probably be ported to other S4s. Did they say if its the I9500 or I9505 model?
No but it's unlocked and has LTE if that helps.
