Not sure what the issue is, I got it automatically on my Galaxy Nexus but had to do the Framework reset for the Nexus 4 and Nexus 7 because I am impatient...

Did the framework reset thing, all it did was break my Play Store until I deleted my google account and added it again. So now I want to see how long it take to update with out me having to break it first. Lets see how good Android really is.... looking rather crap right now.

Edit, did the service framework thing again now, still nothing. Just goes from 1970 to now with no updates.

If you want it now, and not wait.

1) Remove Google account.
2) Stop Google Services (under running services) (there's 2 or 3 Google Services under that)
3) Google Services Framework -> Delete data / clear cache and then force stop
4) Switch off device immediatly
5) Switch on again
6) Go to update
7) Update
8) Add account

Worked for me just now on my N7

I just left it. When I got to the phone now it had 4.3 ready for me. I'm happy, no need to mess with google accounts after all.

Edit : At last! Android in Afrikaans, I'm loving 4.3 !
