I would be surprised if the legal framework presently enables such an option. How would this be done technically?

Starlink has completely changed the game. There's nothing any government can do to completely shutdown the internet.

I think it is part of the ISP (top tier) license conditions (or used to be). Government would instruct them, and they carry it out.
