Buss width is not everything when one takes into account the overall architure, the GTX 960 got hammered for having a 128-bit buss but it performs well due to the compression used.
The 8GB vram on that gpu is way overkill I reckon, 6GB would have been more than sufficient, no idea what the cost saving would have been though. Hey you'll never run out of vram though!

Time to trade in this old 7950... This beautiful beast of a card... I hate to see it go.
I have an HD7970 and play at 1080p, and the 280X is a rebadged HD7970 GHz Edition. It's a competent card, but can no longer max out most new graphically demanding games and achieve a decent framerate. I definitely wouldn't recommend downgrading.
Just got a used 280X so confirmation bias incoming. It's a beast of a card for the price. To the op, I have a 650watt super flower in my machine.

I'm using the Antec 750 HCG PSU, I have a PCS+ 390 so it should be work well with your 290
Upgrading to a 290/390 can be costly when you factor in a new PSU but so worth it in the end!
