I really do doubt it pooky. 4650 sits behind a 9600gt on most benchmarks - which itself is slower than an 8800gt - which was the successor to the 7900gtx. So it's slower than an 8800gt which would be a bare minimum acceptable upgrade. I can't recommend it at all.

Don't go less than a 4670. But even a 4670 will give a boost. You could get a 4850 but then you'll get a cpu bottleneck. Which is ok if you plan on getting a new cpu sometime in the coming year.

Don't go any less than a 4670. The 5670 is also being released soon which hopefully won't be too much more, but will perform much better.

Go for an 8800GT or higher, anything else would be a sidegrade and not an upgrade.

You can get an 8800GT for around R600 second hand, though if you can stretch your budget a little get a 4850
