GTA V Won't Launch

I need some assistance with GTA V for the good 'ol Personal Computer.

The game won't launch, as it starts the program, the screen flickers once or twice, then I gives the GTA V has stopped working, and back to the launcher we go.
Here it gives you 2 choices, Retry or Start in Safe Mode.
Take a guess what retry does?..... Yip same result
Safe Mode gives me this error....... ERR_GFX_D3D_INIT, failed initialization.

Now my 1st stop was the Googles, and she yealded some varying tricks, but to no avail.
-I tried the simple common ones 1st, ie shutting down my AV, adding exceptions to AV and Firewall.
-Tried reinstalling DX, updated my GPU drivers.
-Reinstalled the game and re-updated.
-Even went to opposite side of the spectrum (and got real technical :D) by checking the MD5 files, and making sure that they were matching.
-Tries the trick with changing the DX_Version to "0" in the settings file
-Even tries the trick by disabling the Video card prior to launching the launcher and enabling it after the error message.

Now I am at wit's end.

Is there anyone out there that can assist?!?!?!

The general Google consensus seems to be, There is no point in submitting a ticket with R*, as their standard response tends to be sending the user a list with the game's minimum requirements, and telling them to reinstall everything.

For interest sake, here can likes to be my specs:
AMD Phenom II x4 965
AMD 9750
8 gigsy of RAMS

Interestingly enough, the game runs without a hiccup on my Dell Inspiron 15 lappy.
 
Oh, I also tried disabling any recording software, as well as disabling any and all overclocked features on my machine.
Came up snake-eyes on both those ideas as well.

Googles seems to think it has to do with memory leaking.

To me this reads as if it is having a hard time finding/initialising your graphics card.
 
Does your CPU have on board graphics?

If so,that's your problem there. Well known problem.
 
One think I do find strange, is that my GPU, being a AMD HD 9750, is picked up by all software on my pc as a R9200 card.
Probably nothing, as this come around from the latest AMD software installation.
