That doesn’t seem impressive. If it had proper circuits it could support PD charging of laptops with that capacity especially.

Not every power bank has to have PD to be useful to someone, somewhere for whatever reason..

A 12v booster would make something like that pretty useful at that capacity.

They can be used as a DC backup for 5v I suppose if it allows for charge input while outputting.
