Has Minister backtracked on SAT3 exclusivity?

Agh, I could also join in the ranting and raving...but you know what? It's pointless, been there and done that so many times, it's becoming second nature. Pfft I could realy not care a rats ass about anyting this incompetent oaf has to say or do...

I know it's tedious, but if everyone had to stop criticising Poison Ivy for her detrimental effect on the whole of South Africa, then Poison Ivy is likely to think she is doing a great job.

As far as I understand the action of declaring the exclusivity provisions contained in the SAT-3 agreements null and void has nothing to do with the ECA or ICASA. As far as I can tell it is another nonsense item because nothing is really happening. The exclusivity is built into the agreement and expires with the agreement. All the Ivy is really saying is "I've read the confidential SAT-3 agreement and according to this agreement exclusivity falls away as of 1 October 2007."

There's nothing of legal significance happening. There is merely courtesy of notifying the other countries involved that this is our interpretation and that we will proceed based on this.

The policy directive does ask ICASA to declare SAT-3/WASC/SAFE cables as essential facilities. Which is within ECA/ICASA's mandate - although in true DOC style no deadline is given!

Thats how I read it as well. However I was wondering if I was being foolishly optimistic in thinking she wants ICASA to do it asap and that is why no date was given.

Surely with enough support, one could motion for a vote of no confidence and force her out of office.

With every day that passes, things are looking more and more bleak. I'm starting to honestly think that maybe it's time to leave South Africa, before there is a total collapse, making it then near impossible to leave.

There is only one legitimate way to get her out of office - vote the ANC out of power in the next election. We all know the chances of that happening.

Does anyone here actually think that things will change if only she goes? Her one and only purpose is to take the blame for doing her master's bidding.

...capacity may only be assigned to an operator provided that it is not used for the provision of telecommunications services to, or within, a country, unless the country has been designated to that operator...

Mbeki needs her backing for some reason. It must have something to do with ANC presidency. The same goes for the health minister.

You won't move these two with heavy cranes!
They probably have some video evidence on him in a ménage à trois with them :D
