Help a joomla nood : Floating menu displaying additional submenu items

I realise this is not a joomla support forum but if anyone could assist with a small issue I am having with a site i'm trying to build with Joomla I would greatly appreciate it.

I won't post the site here ( don't want to be accused of shameless self promotion) but if anyone thinks they might be able to help please message me. We can even discuss some compensation within reason.

Would changing content management platforms not necessarily mean I'd need to start the whole site over ?
