Help!!! Cant get fibre

Hi guys please i need some assistance, so i moved into a new house that already has the fibre box installed but the previous owner needs to cancel his subscription first. Now the problem is he had a fallout with his isp and refuses to pay them outstanding monies. What are my options? Cant vumatetjust do a new installation for me at same address??
 
Surely thats just the ISP portion?

You could get the object ID and create a new ISP profile for this and then replace the details in the router or have a new one installed.
I got the object number but when my isp wants to do the hanover they cant cause vuma says there is already an order on it

The more I think about this, the more I see a consumer or possible customer being on the short end of the stick. You should be able to prove you are the new occupant and Vumatel should release the objectID.. dont let them make this your problem.
