Help needed to set up SQL database

A friend is building a database and needs some help to get the SQL database set up. Willing to pay.

I'm sure providing some more info will assist someone. Is this database to store his grocery list or a scalable HA cluster job? Also which database.
 
They want to create something similar to a missing persons database. A company has been contracted to build the software, but they need a database set up on a server. It's a bit technical, they will be able to explain in more detail
 
Hehe. What you want what now son? Read write replicas? In the cloud or on prem? Relational? Flat files?

I am not sure what all is needed. An overseas company is building the system and they asked her to get someone to set up the sql database. I can put you in touch with her and together with the software provider they will be able to explain the details

If the company building the software cannot do this, that’s a red flag

Creating a database is a “click of a button”.
Designing the actual tables would surely be done by the company building the software

Haven’t installed MSSQL on a local box in a while
using PlanetScale on a couple of internal tools/projects.

Works well, and the "PR" based merges to production is really interesting.

Did end up creating a "BannedSymbols.txt" entry to protect from EF Core's foreign keys in it's migrations.

That's how I understood what they want. I've often come across 3rd parties who conveniently assume that all organisations have the IT resources of a fully fledged enterprise with DBA's, dedicated security team, MS Enterprise licensing agreement etc. which is not the reality in many businesses. Many are also vague on system requirements and dependencies when you ask them which is another red flag.

@10i if your friend doesn't have a resource to install SQL, who will support and manage that database going forward? If the contractor can host the app as a complete solution on a SaaS type basis, including all dependencies, licensing and support costs, then that might be worth considering.
