Help needed with windows 8

I just bought a new laptop and I am struggling with this error message: "This app has been blocked by your system adminisatrator" It also says something about the publisher not being a trusted one.This happens when I try to use my usb modem or installing software.

I have gone through the help available on the Microsoft site, i.e disabling smart screen, the command prompt thing and disabling antivirus but nothing seems to help.

Sounds like Windows is doing its job blocking a potentially problematic app. Contact the app provider.

It's probably one of those D-Link devices with outdated driver signatures. It's a bit of schlep but you have to run the setup for the program in the actual administrator account. Follow the following instuctions:

Yes it's a d-link usb modem and thanks for the advice, I will try that in the evening and I will post feedback.

If it is emulated COM port device, don't bother. Windows 10 screwed up RAS access drivers, even updated drivers do not work with Windows 10. They do install, but constantly losing connection to the modem.
