High latency at weird times

Looking for some advice here as neither Telkom nor my working experience in the ADSL market has helped me to understand what is going on with my line.

I have an ADSL line with Telkom. It is a 20mb with Telkom (ADSL not VDSL) I upgraded a few weeks ago. For about two or three weeks everything was perfect. Good download speeds and latency. However about a week ago everything went bad (No changes were made physically or to any modem or router settings on my side.)

I would get poor latency at times (also always spiking) and inconsistent download speeds. I logged a fault on eventually set up a smokeping on my local network.

Smokeping was setup to ping the following:

  • My modem (DSL-2750U / DGN1000v3)
  • My router (Mikrotik RB2011L)
  • afrihost.co.za with Afrihost account
  • First hop on Afrihost connection with Afrihost account
  • webafrica.co.za with Web Africa account
  • First hop on Web Africa connection with Web Africa account
  • capetown.spdtst.saix.net with Telkom guest account (Normal telkom website does not respond to pings. This is the site they use for saix speed tests)
  • First hop on Telkom guest account

I was able to ping through multiple accounts using my Mikrotik and setting up routes. I have also not been downloading. Here is a graph from my router showing traffic for the last 24 hours:

The ping to the router and the modem were 1ms or less as I am on ADSL. Here is the last 30 hours (Ignore any time outs. These are me trying different networks setups for testing:

However all the pings through the ADSL were all over the place but all consistently bad. Here is a few examples:

As you can see the latency is extremely high. Almost impossibly high. However these are irrelevant of ISP account so has to be a Telkom line issue. However what is weird is the times when most of the high latency happens. It is generally very late at night (after 10PM and up till the early hours of the morning) Here is a graph for the last 30 hours giving a better picture of this:

Things I have tried with no success:
Testing with only the modem connecting
Testing with a different computer
Testing with a different modem
Dropped line speed from 20mb to 10mb
Port recreate

So with this I now have no idea what is happening and what is causing this. Telkom also seems to have no idea. Can anyone advise on what I can check or who I could try contact?

Edit: Forgot to add. I am on the Yeoville exchange :)

Telkom is busy with infrastructure upgrades.
This article could be useful.
High latency after hours could be due to large downloads being scheduled during those times. ISP' have recommended it by the way.
 
Thing is that we are not talking about my latency being 10 times the normal but rather a thousand times higher. This is not an example of exchange congestion.

Exchange congestion usually happens in the early evening for residential areas or during the day for business areas. Downloads light at night are suggested for the exact reason that traffic is at its lowest.
