IF it did... it would only be to 5% of South Africans

in a bid to stifle productivity,

making you pay more than ten times the cost that other countries pay....

and I could add-

It would be shaped, and a "best effort" service- only good for websites and e-mail. And the government will censor out any websites that are not in line with it's ideals e.g. anti-JZ websites
