The intention is noble but I too worry that this will turn onto a car-guard situation where people end up doing this as a means to extort money. Perhaps the respective municipalities can enable guys like this with the proper tools and material (not bloody cement), and pay a wage.
That said, municipalities have still to enable these dustbin recyclers/raiders in the same fashion as they too are largely making a positive contribution by recycling plastic.
