Yes it seems the study was requested by george muni, and thus the change was proposed and was approved by council and Nersa

So yea others may not go the same route

But some will and where a trend starts to form others will follow

Now pretoria is doing it

It makes sense for munis as they have a demand fee they need to pay that is affected by how users use the network

Backup power recharging is bumping up the peak demand that they need to recoup
If it isn't by units sold levy is the next cow to milk

Easily solved with TOU tariffs for use and feed-in. They can fek off with their socialism line taxes. We managed for the last 100 years without it just fine.
