How do I reduce Packet Loss?

Greeting everybody, I am new here so please be patient if I make any blunders.

I have recently started encountering insane packet loss (80% +) on my connection, I am using a standard Vodacom Modem that connects to HSDPA or less often, normal 3G, which is connected to my PC via ethernet.

I had not used the connection in a week and and a half as I was busy with my final exams and once I had finished with those and attempted to get online to catch up on some much needed gaming I discovered that I had packet loss of 80% or more, prior to that week and and a half of not using the connection, I had between 0 and 5 percent packet loss at most.

I've googled the issue and done a fair amount of research, and tried the fixes they described with no luck and phoned Vodacom, which was as successful as one might imagine: after being put on hold for a total time of 3 and a half hours, interspersed with the odd answer by an automated machine, I gave it up as a bad job. A friend of mine said that a tower in my area is down but I was not able to find any thing with regard to that online either.

I have found some helpful advice here before so I am hoping that someone can give me some advice and suggestions to resolve this, perhaps someone here can provide some info on the tower that is supposedly down. Basically I am looking for a way to get online and play with out to much drama.

I know my way around a computer but I am by no means a computer genius, so please keep that in mind if you are going to try and help out.
I get "full signal" (>= 73 dBm) to the modem that I am using.
Also I live in Heuningklip specially, between Krugersdorp and Muldersdrift in Gauteng, if you have some way of checking the towers in the area.
My apologies for any bad spelling or any Technical errors I made, as well as any errors in terms of forum etiquette or rules, this is my first post here after all.

Check you proxy server settings its a DNS with rules.

YOu'll need to speak English before anyone understands what you just said because a proxy and DNS have nothing to do with each other and I have no idea where the rules come into the mix.

First test with another computer at the same location. If you don't get such a high packet loss, then it's a Windows issue or some application on your computer is hogging your bandwidth. Malware infection?

The tower in your area may be congested on the 3G network. Consider the following:
1) if you are on a high end contract or you are a high spend prepaid customer, contact customer care (or go to a Vodashop) and ask them to fix the problem.
2) get an LTE modem,
3) get a directional antenna and point it towards another Vodacom tower
4) it's time to move to another network
