How the F? Forcing Google to local on Windows 7 Home Basic

Someone please help me. I put this [notepad %windir%\system32\drivers\etc\hosts] into run and I then get an access denied error. What should I do? On windows xp this method works fine but it doesnt seem to work on Windows 7 home basic.
 
start/run (windows button + r)
type "msconfig", enter
click on Tools,
click on "change AUC settings"
click "launch"
drag the slider down to the bottom.
click OK
reboot

(far as I recall there's an easier way as)


PS: to force Google to go to Google.com and not Google.co.za make your home page http://www.google.com/ncr
(no country redirect)
 
go to run, type msconfig, there should be a "services" tab, you can disable it there if I remember it correctly. There is another option in control panel but I cant remember where, im not on my personal pc so cant help now.
 
start and type user account into the search programs and files button

one of he options is change user account control settings, click on it and turn it off.
