Fuel consumption would be horrendous after adding the protection's hundreds of kgs weight. But if you can afford the money for the armour the extra petrol money probably isnt a big deal

Cool, now they hi-jackers will attack you before you get in your armored car. Then they have an armored car to go do cash-in-transit heists or other robberies where they are likely to get shot at.

That would depend on the concrete thickness, I can remember one of our guards having an accidental discharge with an R1, it penetrated to around 40cm of concrete iirc.
