MTU 1492, 4Mbps ADSL, good distance to exchange (good attennuation & snr stats), good exchange, good ISP, good router, multithreaded uploads/downloads..

Multithreaded uploads are only necessary if your connection is shaped.

CTRL+ALT+DEL: What kind of uploading are you talking about / why do you need faster upload speeds?

Your line is the limit, ie. 10mbps down / 640kbps up
There's no real way of 'speeding' it up, imagine if it was how bandwidth would be abused.
