I have just downloaded a movie which I have done before with no problem but my recent download refuses to extract and what makes it worse it stops on 99%.I had this problem before on other files but i just downloaded the corrupted file again and it worked. This file is different I scanned it with quickpar but it still says nothing is corrupted or missing.

What are you trying to extract it with?

I have had this problem using 7-zip if the files do not have a .rar file but just .001 etc. I then use WinRAR for these and it extracts ok. So maybe try a different extractor.

Also try to verify the file you are downloading, I notice on torrents you sometimes find bogus files. If it's from usenet it's probably legit which in this case could possibly be caused by a bad repack/upload ( maybe the guy uploading to usenet was very tired and forgot to include a rar file )

If neither of those are the cause, then it beats me

are you using torrents to news servers? I have this same problem with GrabIt so I changed my application to alt.binz.

Just get enough .PAR files and run quickpar. It should fix it up for you. It should tell you how many parts are 'corrupted', and how many parts you've got in the PAR files. If you've got enough extra parts in the PAR, it can repair whatever you need.

If the actual files aren't corrupt, it might be that your compression software cannot handle the files, or that the actual files are invalid (rare).

When I try to create the file with quickpar it says canoot create output file.

Maybe you should post the error that get when extracting.
It seems like you have a volume missing from the archive
