So I bought my father in law an HP and a 2333 Samsung monitor. The HP that I wanted was not in stock, so I had to buy with with no DVI port - I have an old 6200 with DVI.

Problem is this stupid security sticker. If I open the PC and I need the warranty, how will HP know that a certified HP technician did not open it (I was certified ACE but only on servers)? Also, does the DVI offer any significant advantage for a first time 70+ PC user over VGA?

On my 24" Philips (1920 x 1200) DVI and VGA are like night and day. The DVI makes the VGA look out of focus and flat.

Off topic, my experience with HP warranty support has been dismal. If I was given an HP (I will never, ever, not in a million years, buy one again), I'd assume it has no warranty, because that's just how bad their warranty support is. If something breaks, you're better off fixing it yourself than trying to get HP to fix it.
 
If I'm not mistaken, your father-in-law probably won't notice the difference between VGA and DVI. There are various opinions on the topic, but the facts are that DVI is digital while VGA is analog.

If you have experience in the analog vs digital debate, you will understand that DVI, then, transmits the signal in binary format, with parameters for each individual pixel. This means that each pixel is able to be independent. With VGA, being analog, adjacent pixel information (on the screen) may be distorted by adjacent pixel information (in the cable) or by noise (digital transmission includes redundancy to allow error-correction).

What this means is that you might find the image with DVI sharper. But then again you might not. If you look closely (+500% zoom) at a very finely detailed image, you will get a feel for what I mean. Now imagine the "smudge" that would occur with a moving image. And the faster the image moves, the more "smudge" (just a simple explanation; don't flame :p ).
