HSDPA over Wifi

To connect to the AP the AP and your laptop must have IPs in the same range.
Or the wifi router could obtain an external "WAN" IP address from the PC that is setup for Windoze ICS, and the wifi router should have DHCP enabled for wifi clients, and the wifi router should use an address range outside of 192.168.0.x.

But after setting the wifi router to DHCP you won't be able to change the settings on it again unless you reset it because it no longer has a static IP address.

Let's say that the wifi router's internal IP address is 192.168.1.1 and the Windoze ICS machine is 192.168.0.1 which allocates an IP address to the wifi router's WAN port, e.g. 192.168.0.2, and the wifi router dishes out IP addresses in the 192.168.1.x range to wifi clients that end up having the wifi router 192.168.1.1 as their default gateway, then the wifi router can route traffic between the two subnets, and the Windoze ICS machine 192.168.0.1 which is also the default gateway for clients within the 192.168.0.x range, will route traffic through the HSDPA connection.

both are in the same IP range but i just cannot access the settings page and dont know why

I'm also sharing my 3G connection via WiFi.
The AP connects to the 3G PC on the AP's WAN port (192.168.0.2). If I need to change something on my AP, I can only connect to it via the AP's inside interface (192.168.1.1).

This is because the AP has a security feature that stops admin access via the WAN port.

BTW. I can confirm that the IP address can be changed to something other that 192.168.0.1 AFTER connection sharing is enabled.

Just a small comment. If your setup is now:
3G-Laptop <192.168.0.x> AP <192.168.1.x> WIFI-Laptop

If you want to communicate between 3G-Laptop and WIFI-Laptop, Network Address Translation must probably (depending which laptop initiates the connection) be switched off. With NAT switched off on the AP you will have to add a static route to the 3G-Laptop (route add 192.168.1.0 mask 255.255.255.0 192.168.1.1 -p)
 
How do I switch off NAT?

That would depend on your AP. On mine (Fujitsu-Siemens Gigaset SE551) it's under Advanced Settings(Internet Menu)->Address Translation-> ON/OFF

(There are other ways of accomplishing the same, such as exposing an internal host etc., but since the AP is not the entry point into your network it's simpler to just switch off NAT.)

Another note for other users using this Fujitsu-Siemens AP: The default behaviour of the AP is to limit the speed between the WAN port and the Internal ports to 1500kbps. This can be changed under the Quality of Service settings. It took me a long time to find out that the slow speed is not due to the WiFi signal quality, but actually a setting on the AP !

it says page not found on firefox and IE...and even on the devices that are connected via wifi

You must've been able to connect in the past to set it up in the first place.
Try to ping the AP's IP address first.
Check whether you must connect HTTP or HTTPS.

Perhaps a reboot of the AP might work (could be there's a hung admin session).
Or, check the manual how to do a reset back to factory-defaults (mine is via a small reset button that is pushed with a pen). Of course this means setting everything up again from scratch.

And, as I said before, don't connect via the WAN port (unless remote admin access is configured)
