ICASA ADSL Draft Regulations

The draft regulations are short and sweet which is a good thing.

- Once off connectivity charge (can pay this off over maximum period of 12 months)
- No monthly ADSL line rental just normal monthly telephone line rental
- Minimum broadband speeds so ADSL doesn't lose its broadband character
- Maximum upload speed of 384 kbps
- Minimum cap of 10Gb :)
- Local bandwidth shall not be included in the cap
- No port prioritization
- No 24 hour resets
- 14 day ADSL installation period (ADSL enabled area)
 
And they have to publish contention ratios :)

Somebody is using foul language at Telkom right about now :D

comments by 3 Jan 2006....usual tactic where they put the comment period over the holidays....better believe that telkom will be working like crazy during this period

The great thing is we'll all have more gree time over this period :D

Where are the Fixed IPs? :(

Dotco Case.

Great News!

I was wondering if Dotco can use this to strengthen their case against Telkom.
Seems the Judge will have quite a bit to take into account before he can make a decision on the Dotco Case.
 
Can someone please explain what are the advantages of having a fixed IP?
 
Just wait for Telkom to start throwing their toys out of the cot big time in the next few days:

"We're going to pull the plug on ADSL in South Africa", etc, etc...

Well seeing as thev've got a few thousand corparet customers in 2 year contracts, if they do pull the plug, there are gonna have a few thousand lawsuits on there hands :D

Can start hosting your own website from home for one thing. Another is that it will be much easier to set up VPNs, since you don't have to change the config files everytime... Also, you won't need to rely on Dynamic DNS anymore, but can access your own machines from anywhere via the fixed IP. And these are just a couple of the advantages...
 
2.5 - ICASA will have the final say wrt wholesale adsl rate disputes between ISPs and Telkom.

These are positive:

  • No local capping
  • Minimum of 10gigs per month
  • Installation shall not take longer than 2 weeks from application in ADSL enabled areas
  • Port shaping differentiation is restricted but not as clearly as I would have hoped.
  • Telkom will have to publish contention ratios
  • No resets without 7 day warning!
  • SLA’s would be required
  • 256Kbps is considered entry point for any service to be considered broadband

I am concerned that ICASA did not go to more trouble to be more specific in detailing exactly what they mean. I am nit picking because Telkom is known for using loopholes in legislation. They are very good at exploiting semantic ambiguity in legislation, which is why I want terms and conditions explained in much more detail.

The power of legislation like this lies in the detail. The less detail the cloudier the waters!

How bizarre - a maximum of 384?
 
We will have a chance to give our input...I think it should be download and minimum...
