ICASA Feedback

The esteem'd minister is HELLBENT on getting cheaper communications for the poor. It's been her directive for so long that it's a forgotten fact. Maybee she'z grabbing this opportunity with both hands, and reminding ICASA and all involved of the DOC's mandate.

And maybee the font used is incorrect.
 
Ideally goverment shouldn't see the document until it is published, but then again ICASA is not that independant. Al that worries me is that goverment have a opertunity to "tune" the report in "somebody's" favour, or less critical towards "somebody".

We might not get what we are looking for.

Maybe they can't find any letterheads. Remember all the councillors think they can do what they want with official letterheads (like make paperjets and other fun things) so now there's a massive shortage and they're waiting for new ones to get printed.
 
why do i just "know" that Telkom have had sight of this document? I so wish i could prove that. How much fun would that be?

The delay is timeous, the new ICASA boss, new prices being announced for fixed line and adsl. I think everyone, EXCEPT the PUBLIC, has had a good old look at this report.

I absolutely agree. Telkom have definitely already seen the report. This is totally unfair and I wish we could prove it. We need someone on the inside @ ICASA

perhaps a clever mail to diane ngoasheng... something along the lines of...dear diane, had a look at the advance copy of the icasa report (from a friend at telkom) and am missing some pages. Please could you be a honey and send me the draft again?
I swear, it will work.
 
what is ICASA's official policy towards providing access to their report?
I mean the report is done, right?
Are they legally required to keep it under wraps until its Gazetted - if so,
by what regulation(s) exactly?
 
In my experience information that is to appear in a Gazette eg new legislation, or any other sort of announcement is usualy common knowledge and spoken about before it is actually gazetted. The act of Gazetting an item is intended to inform the public at large in a formal manner.

It is only in rare cases where this sort of information is to be kept under wraps until publication in the gazette. Eg new tax legislation - so that would be tax avoiders would not start juggling thier assets around.

Hi LoneGunman

I was fuming earlier today after yet another discussion with ICASA (around 4pm). The report is ready, has been sent in for print etc. I have even supplied them with relevant details about the GG publication. They have promised me this report but then, when I supplied them with all the information they required (I actually did their job for them), they backtracked and refused to supply me with this document for no good reason. As can be expected the councilor that made the decision not to release this document a minute ago had suddenly disappeared into some meeting… I am so sick and tired dealing with these parastatal type organizations, but if we leave it this issue will never be resolved. Lets hope we get more joy tomorrow.

Sorry to hear about your dilemma RPM.
Must be frustrating for you as you are in the thick of things and probably have other less mundane things to sort out than ICASA’s paperwork, which in all fairness should have been completed already.

This delay has me concerned?
Hope the document is in its original format.
Sorry to have brought up this issue, but my mind has wondered off along these lines, if you know what I mean.

I'm suspicious about this, and I too hope the document isn't being changed behind the scenes, perhaps to make Telkom look good after the recent pricecuts.
 
irrespective of what is gazetted, we must on principle challenge every little statement either directly with Telkom, ICASA or via open letters to the press.
I am standing by, pen poised, vitriol bubbling.
I can guarantee you the document and its findings is going to be more of a damn squib than we can even imagine.
and i am the eternal optimist - this should have you worried :(

Optimistic or Pessimistic.

When it comes to Telecommunications in SA, it’s like having a double personality. One day you want to love them, the other day you feel like murdering them.

I perhaps also am a bit optimistic, but not eternally like Peapod.

I remember the first time this was ever presented to me as a thought process was when my Headmaster at school asked me if I was either Optimistic or Pessimistic.
I still wonder what he really was thinking at the time.
