This is true for all gvt departments I suppose. The skilled gets poached by the private sector while the morons gets left behind.

...and their services get sold back to government at inflated prices.

Glad to have some major player names to the ICASA is riduculous mantra, maybe it will get gov to do something about it.

I must say I really don't understand why treasury doesn't earmark funds received from specific organisations in a ringfenced fund for the organisation's function. There seem to be a number of these examples, the best probably being the fuel and transport levies. It goes accounting 101 to just chuck it all in a big pot, unless you are trying to hide moeny being moved to places it shouldn't of course...
