Do Voip providers need to be licenced by ICASA?

Yes! Most definitely.

They need at very least a Class ECS licence in order to operate legally and need at very least an Individual ECS licence in order to quality for assignments of telephone number ranges on the national numbering plan (and a port code for number portability).

There are exceptions. E.g. If they are purely reselling the services of a license holder, they do not need to hold a licence themselves.
 
What about IP Pbx installers/resellers?

I currently need lines (analogue) from Telkom and they need my licence??

Which do I need to apply for at Icasa and what are the reqirements?

I've been calling Wanda Moodley and some guy called Solomon at Icasa for two days now!

Never a reply and they don't call you back either.

What to do?
 
I cant see why a PBX Reseller would need a licence. That would amount to the same if you were selling routers surely. All you want to do is connect to telkoms network? You are not providing voice trunks. Are you trying to order lines on behalf of a customer?

As an aside it sounds like an interesting business and I'd be keen to visit your website if you have one, given that I'm contemplating offering similair services myself in a different part of the country!
 
...Ok. ICASA licenses for Voip? How different is a Voip provider from Skype? Does Skype have an ICASA license? There's nothing stoping me from connecting with my freinds and family within SA via Skype.
Free! or via Skype-Out (wen calling cell).

Yes the Telkom lines need to be in the client's name.

I don't really mind getting a license, if I could just get someone at Icasa to respond!!

Maybe they want me to drive there in person?

Maybe I should just get the client to apply for the lines?

But I don't want s..t when they discover the lines are connected to a private Pbx?

Icasa...what a joke.
 
there are thousands of organisations with private pbx's connected to telkom lines. I dont think you need a license. Telkom probably see you as wanting to provide lines for someone other than yourself and are getting confused. The easiest thing to do would be to get your client to apply for the lines imo.

You dont need a Carrier license to connect Telkom infrastructure, you need an LMO / Installers license. This can be obtained by having proof of certification through ICASA, and from the Vendor.

Otherwise, you can always call on a Company i deal with called HiCalibre Consultants who handle all Telkom liasion, ordering, etc on my behalf.

Thanks. I realise I need an LMO but to get reaction from Icasa is difficult.
 
And I guess if I want service from these guys I'll have to drive to Jhb.

And being this time of the year, I suppose it's best left untill next year.
