Simple - all telecoms cables running onto a property is the property of the owner of that property. Will Telkom loose a lot of their assets? Yes, but they have been more than compensated for by the SA population over the past 10 years. Maintenance of these cables are then the repsonsibility of the new owner of the cable. Simple, no big problems.
