ICASA looking for LLU help

I would have thought saying "Right, Loop unbundled!", and whacking the mallet on the desk thingy wouldn't take too long. :rolleyes:
 
The Independent Communications Authority of South Africa (ICASA) has invited bidders to submit applications for the appointment of a service provider to assist it in the drawing up of regulations and implementation of the consultative process for the introduction of Local Loop Unbundling (LLU).

Really a mess. I wonder where Marwala is now? What happened to his January 2008 prediction that other guys will have access to Telkom's infrastructure by then? Or did he also get this from some European report? :D

mmmm thanks but no thanks :)

a) i would lose half my client base if i do work for them
b) i am not utterly convinced of the continuing usefulness of LLU
c) i see this process as being a major train smash and have no desire to be on board
d) the DoC is involved - did something for them once and that is more than enough (still owed money 2 years later....)

Just one question: If ICASA starts outsourcing the writing of regulations and even implementation, what is their purpose? Can’t they be dissolved with a small outsourcing agency taking over, using all the competent lawyers and industry experts?

they already do a large amount of outsourcing - they have a panel of service providers that they can call on without going to tender + they are not shy to go and get a legal opinion from senior counsel (this seems to be done at every step of the way with regard to the licence conversion process)

draft regulations are generally produced at first by an outside consultant - latest example being the carrier pre-select draft regs which should be out shortly

i think they went to tender on this one because it is a biggie workwise

remember as well that we have ICASA because SA is a signatory to the WTO Agreement and the telecomms annexe thereto - this specifically requires us to have an *independent* regulator in the sense of independence from the major players in the industry (ha ha). there is no requirement that the regulator be independent from government....but given govt ownership in the sector it is arguable as to whether we are currently complying with the WTO obligations
 
With all ICASA's "accomplishments" herewith I propose new name for
Independent Communications Authority of South Africa (ICASA)

They should be form now on be known and referred to as
Contingent Communications Thralldom of South Africa (CCTSA)

their purpose is to make sure that the ministers(as well as their own) shares in telskum are protected ... also ... to get paid to do nothing ;D

These guys LOVE adding moving parts, don't they? RSA Telecoms is the world's largest Rube Goldberg machine.
