Icasa thinks again on its BEE demand

"again"?
That would imply a first round of thought - which clearly was not the case.

Icasa have all these consultants on their books, but they just dont listen to good advice. Only once everyone has complained do they actually seem to listen, and even then it seems as if someone who does not have a clue about RF is making decisions....

I dunno why ICASA doesn't just allocate a small amount of frequency to everyone who applies and then increase that once the licensee reaches 'x' amount of subscribers.

I'm with Moeletsi Mbeki on BEE: it's a perverse incentive, encouraging black folk to become share holders but not encouraging them to start up their own businesses. It does encourage white folk to start up their own business, most likely a small one, which would then be mostly exempt from BEE.

All this talk of BEE to allocate spectrum is rather short sighted. How many small black businesses could be benefitting from a swift frequency allocation? Surely cheaper access to broadband would benefit a lot more black people than a 51% BEE mandate.

It appears as if iCASA has only one directive - that is to ensure that no feasible competition enters the market!

I can imagine guys like Andile Ncaba probably giving Paris a call and saying "Comrade, WTF are doing?" :D

I've said it once and I'll say it again - in the "new" South Africa its all about enriching without any concerns for the progress of the country as a whole. We are now a complete loser nation. Most of the things that are done here these days are frowned upon by the outside world. F@&K!!

In other news, the sky is being sued for only being dark 49% of the time. Immediate solar eclipses were order to bring this percentage in line with demographics or face heavy fines. COSATU has applauded this move, say that this will benefit the poor by eliminating the need for sunscreen. The central gravy train coordinator says its working on a deal to trade 10 pieces of day sky for 8 pieces of night sky, but claimed that only qualified gravy train passengers will qualify. People in need, living close to the breadline or having a net worth of less than R30m will be disqualified immediately. It is unclear at this time whether people of asian decent meet the gravy train criteria.

Sick and tired of this constant BS.
