ICASA'a LTE/pre-4G spectrum licensing plans

ICASA mentioned some of its plans and discussions it’s involved in for the licensing of spectrum sought after by networks for rolling out networks based on new technologies such as LTE
 
However, Sentech CEO Setumo Mohapi said that they would not relinquish any of their spectrum.

If they can allocate both frequencies to everyone as a shared network that would allow the wireless services to very quickly be rolled out over the whole country. It would allow the smaller players to compete while the bigger guys would still have their frequencies to add additional bandwidth for their customers only (using their own radios of course). It would be great, shared costs getting more infrastructure and access out there. For those who wil whine about redundancy, actually this will improve it as a second layer will be easier and cheaper to implement (competing tower and backhaul companies) due to all operators having access to both. Operators can also install their own backhaul, towers and radios where it makes sense.

Just stop talking about it and get to it, Sentech is state owned, so just tell the board to suck it. Sentech could be clever and use gov funding to become a tower and backhaul operator, but doubt they have that kind of vision...

Seriously...why is Sentech still being entertained? Bloody hell..if I was in charge of Icasa i would send them a notice telling them that their spectrum has been taken back...finished and klaar. If spectrum could collect dust..theirs would be a breading haven for dust bunnies!
 
Molefe said that the negotiations with Sentech involved how to partition their allocation to harmonise the band with international guidelines, as well as whether Sentech would return some of its spectrum.

Made sense to me. Since when is light part of the electromagnetic spectrum?
