Image background blur

Hi guys,

Does anyone know of a online tool that I can use to blur the background on attached image?

I want the man kneeling to be normal but the background I would like blurred.

If anyone can help me with a link perhaps ( Googled but I'm an idiot ) I'd appreciate it.

You background will have to be a separate image for ImageMagick:

With Gimp, you can blur by selecting everything but the image you want to keep focussed:
