I don't think Apple needs your phone number. I use number or SIMs in iPhone 4, didn't see any link to phone number. It needs to approve OTA carrier settings for particular network and it has to do once.
So get prepaid SIM, load few bucks of airtime and when network is activated, swap SIM, it is over.
I doubt that would work.
The activation activates iMessage to the number in the phone, if you activate and change sims (and the second activation fails) the iMessages will either fail or deliver to the other sim if it is then used in another iPhone.
