Interconnect agreements 'open new era for VoIP solutions'

Is the interconnect regime at all regulated at the moment though? I mean, seeing as Telkom control almost all fixed line users and traffic in the country, are there legal measures in place to stop them from charging high interconnect charges and so effectively making VOIP > Telkom calls uneconomical?
